Most concrete tile roofs installed in the 1980s and 1990s are approaching the end of their serviceable life not necessarily the tiles themselves, but the sarking, battens, and bedding underneath. Age alone isn't the only indicator, but it's always a factor.
One leak can be a repair. Repeat leaks from different areas of the roof suggest a more systemic problem deteriorated sarking, failed bedding, or widespread tile movement that individual repairs won't fix long-term.
Tap a tile and if it sounds hollow, the bedding underneath has failed. Widespread cracking or slipping across the roof surface is a sign that a patch-up won't hold.
Old-style mortar pointing cracks and crumbles over time, allowing water ingress at the ridgeline. If the ridge capping is failing across the full length of the roof, it often makes more sense to re-roof than to repoint the whole thing.
Sagging between rafters or an uneven ridgeline can indicate structural issues beyond the tiles themselves battens, sarking, or roof framing that needs attention as part of a full re-roof.
